Somewhere I have one of those digital photo frame things running Windows CE 6. Will have to find it out sometime.
Windows 98? For everyday use, why would you? Use the classic them in Win7. If you have legacy software to run then VMWare or VirtualBox.

The question is: which forum runs the best on old OSes?
I haven't tested it but I think phpbb3-based forums like 4tech, WinBoards and BA should also work.
I know there's the retro fun and stuff but don't you own a smartphone or something? Wouldn't that be better?
Anyway, it's not up to me to decide and this is kinda off-topic now...

IMO the iPhone 4 should never have got the iOS 7 upgrade. The CPU is too slow.
At least with Android you get custom roms to update that don't slow your device down. My Galaxy Mini, whilst not my primary phone any more, is running Android 4.4 (it came with 2.2). I remember trying to run a copy of Windows 3.1 on it from WinWorld using some glitchy version of QEMU for android. It did boot eventually, but was too slow to be usable.
8 computers? I have more than that. Here in the UK you can get a decent core 2 duo machine for about $20, including 2GB RAM and a 160GB HDD + Windows 7 Pro (legit). None of my monitors cost me any more than $10. The most I have ever spent on technology is $40 on a SSD, which looking back was probably unnecessary. I picked up a nice Core i5 laptop the other day for $20. Nice machine.
Smartphones, however, are massively expensive here. Most phones you can buy in the US/Canada cost the same number of dollars as pounds so we end up paying basically twice the price. Second hand stuff though is a lot cheaper.

I still find and upload interesting 16bit and early 32bit software. So am now using Win98 SE in DOSbox for testing, etc.
It really was a decent OS.
With a modern broswer, it would do most anything I might need.
